Wash and dry potato, then cut into bite-size pieces. Place into a pot of cold, salted water and bring to a boil. Reduce heat and continue cooking until fork tender, about 10 minutes. Remove from heat, drain and set aside.
Combine the potatoes, halibut, roasted peppers, carrots, onions, mayonnaise, breadcrumbs, Worcestershire sauce, hot sauce, parsley, salt and pepper. Shape into 1×3-inch rounds. Place each piece onto a rimmed baking sheet. Set aside.
Make a breading station by filling 3 bowls with the following: Flour, beaten eggs and breadcrumbs. Press each Potato Halibut Cake into flour bowl. Shake off excess and place into egg mixture, then immediately into breadcrumbs.
Heat olive oil in a large skillet over medium heat. Add the Potato Halibut Cakes 3 at a time and fry until golden brown, about 5 minutes per side. Remove from heat and transfer to a serving platter. Squeeze fresh lime over each cake and serve with tartar sauce. Enjoy!
To make tartar sauce: In a small bowl, whisk together all ingredients until incorporated.
